Change of Collection Method of Usage Reports
for Distribution of Royalties of Live Music Venues from 2020-03 Period
- Abolish collection of usage reports by sampling surveys-

In order to reflect the actual usage of live music venues more precisely that performers play on a day-by-day basis, Japanese Society for Rights of Authors, Composers and Publishers (JASRAC) abolished the collection of usage reports using sampling surveys, and changed the collection method by using setlists to collect a wide range of musical works. This result is reflected from 2020-03 distribution period (remittance on March 25).

Thus far, JASRAC has used statistical methods on live music venues to estimate the total number of used works by receiving an apart of usage reports as samples, and distribute royalties based on them (sampling distribution). In order to deal with live music venues where performers are daily, JASRAC has also received respective usage reports from licensed venues (live music venue operators), which are also subjected to distribution.

In recent years, following the increase of number of live music venues, in which performers play daily, types of used works also increased. Therefore, from the 2020-03 distribution, JASRAC has decided to abolish the collection of usage reports using sampling surveys and distribute royalties based on three types of materials in combination. The materials to be subjected to distribution are (1) usage reports provided by licensed venues, (2) usage reports provided by rightsholders (entrustor) such as authors, composers and music publishers, (3) setlist information collected by JASRAC. This enables JASRAC to reflect the actual usage more precisely.

From March 2020, JASRAC has also began to provide detailed distribution statement data to rightsholders such as name of venues, usage forms and distribution amounts regarding works to be distributed at bars (including live music venues), restaurants and hotels.

JASRAC will continue to strive for the development of the music industry and music culture through the distribution of remuneration back to creators and rightsholders.
