The European Parliament Passes Proposed New Directive on Copyright

On September 12, 2018, the European Parliament voted by majority to pass the proposed new directive on copyright. The main feature of the directive is more liability placed on online content sharing service providers.

CISAC and CIAM have been actively seeking to review the European safe harbor legislation as an issue on the transfer of value. They welcome this new directive which declares that online content sharing service providers perform an act of communication to the public, and therefore must have in place fair and appropriate licensing agreements with right holders and must also find measures to prevent unauthorized content from being used.

As a board member of CISAC, JASRAC also welcomes this adoption by the European Parliament and will make efforts for the fair remuneration of creators around the world, including Japan.
