History of JASRAC



2016 JASRAC revised the tariffs including reproduction for advertisement and reproduction for games.
Commencement of administration of performances at singing classes.
JASRAC revised the tariffs for background music.
JASRAC revised the tariffs for videogram recordings.




2015 JASRAC revised the tariffs for interactive transmission.
Commencement of administration of performances at dance classes other than social dancing.




2014 75th anniversary of the foundation of JASRAC.
CISAC/BIEM international conferences held in Tokyo.

JASRAC revised the tariffs for publishing (printing).

2011 JASRAC starts the “Kokorone” Project aiming for restoration support of the Great East Japan Earthquake.

Amended Copyright Law enacted (stipulations to facilitate the use of copyright works on the Internet and curb illegal circulation of copyright works introduced). 2010 Transition to a "general incorporated association."

Establishment of the General Incorporated Association Copyright Data Clearinghouse (CDC).   2009 70th anniversary of the foundation of JASRAC.  



2008 The Reciprocal Representation Agreement with the Korea Music Copyright Association (KOMCA) took effect.  



2007 JASRAC fully revised the tariffs for performances at entertainment places.  
JASRAC announced the licensing conditions for video posting (sharing) websites services (UGC).  


Amended Copyright Law enacted (facilitating the simultaneous re-transmission of broadcasting by using IP multicast broadcasting, strengthening penalties, etc.). 2006 CISAC “Radio and Television Broadcasting” Technical Committee held in Nara.

2005 Appeal court ruling on infringement of copyright by music file sharing service finalized (suspension of copyright infringement and payment for damages).

Amended Copyright Law enacted (introduction of prevention measures for sound recordings from flowing back across the border, etc.). 2004 Electronic Data Interface (EDI) of JASRAC operations advanced (e.g.implementation of the system for user application for license on the Internet).

Basic Law on Intellectual Property enacted.  
Intellectual Property Policy Headquaters set up in the Cabinet.  

2003 JASRAC fully revised the tariffs for concert.  



2002 JASRAC introduces amendments allowing trustors to select the scope of rights entrustment.  
Commencement of administration of BGM use.  


Commencement of enforcement of Law on Management Business of Copyright and Neighboring Rights. 2001 Commencement of administration of non-commercial interactive transmissions.

1998 JASRAC starts collection of royalties from karaoke premises with a floor space of under 16.5m2 and banquet rooms under 33m2.  
JASRAC revises its Articles of Association and initiates non-profit cultural activities.  


Public transmission rights created within the Copyright Law.   1997 JASRAC agrees with the association for on-line Karaoke operators regarding payment of royalties for on-line karaoke.  

World Trade Organization (WTO) Convention takes effect in Japan.

1995 JASRAC receives first remuneration for home recording from SARAH.  

Society for Administration of Remuneration for Audio Home Recording (SARAH) established.

1989 50th anniversary of the foundation of JASRAC.


1987 JASRAC starts nationwide collection of royalties on the use of music in karaoke.  



1986 JASRAC installs a mainframe computer.  

Lending rights created within the Copyright Law.   1984 JASRAC starts administering rental records.
